I've been forbidden from accessing my own damned site for most of the day, no matter how I've tried to approach them.
It's enough to make one wonder where to start looking into Moveable Type and cheap web hosts. Any suggestions?

I've been experiencing the same problems with my blogspot blog. You might want to check out wordpress.com.
It's the same sort of free service as blogspot, but based on better software. The interface is much nicer than Blogger. Not as much freedom to edit your template and such, but since you're running stock templates here and at HOCB, wp.com should suit your needs perfectly.
My experience with them has been very good, and I'm planning to switch over my blogspot stuff to them after this week's nonsense.
